Hun Sen: ASEAN's Internal Unity Sustained by Consensus and Non-Interference Principles

PHNOM PENH, September 11, 2024 — Hun Sen, President of the Senate of Cambodia, stated that peace and stability are the foundation for everything within ASEAN. He emphasized that the region’s internal unity has been maintained due to two key principles: decision-making by consensus and non-interference in the internal affairs of member states. These principles ensure that all countries, regardless of size or wealth, have equal rights and the opportunity to contribute to building a community that benefits all.

Hun Sen made these remarks during his special address titled "Road to Peace and Prosperity in ASEAN" at the 25th World Knowledge Forum in South Korea on September 10, 2024. He highlighted that ASEAN operates as a regional multilateral mechanism rooted in consensus and non-interference, allowing each country to protect its national peace and sovereignty. This approach also provides countries like Cambodia with a broader gateway for global cooperation and economic development.

Hun Sen noted that despite facing numerous challenges over the past 60 years, ASEAN has remained resilient and continues to grow stronger. Many countries view ASEAN as a key partner and actively participate in ASEAN-led forums. The significance of ASEAN’s central role is further evidenced by the fact that 54 countries have become signatories to the Treaty of Amity and Cooperation in Southeast Asia, and 95 embassies are currently based in ASEAN.

He further highlighted that ASEAN has attracted increasing levels of foreign investment and partnerships, even during times of global economic downturn. ASEAN has evolved from a developing region to one that plays a leading role in driving both regional and global economic growth. He underscored the importance of economic integration within ASEAN, pointing to the establishment of free trade agreements with partners such as South Korea, China, Japan, and Australia, as well as comprehensive economic partnerships.

Hun Sen reiterated Cambodia’s strong support for a free, open, and transparent multilateral trading system, with the World Trade Organization (WTO) at its core. He also stressed that ASEAN is continuously seeking new sources of growth, enhancing regional connectivity in science and technology, and improving supply chains, all of which contribute to ASEAN’s high economic growth and resilience.
